European Pulse Import Codes



PANAMA - Jul 23/18 - SNS -- Europe imports pulses under 13 main codes, with a 25% import duty assessed against U.S. origin product imported under code 07133390, which covers kidney and white bean -- dried, shelled kidney beans "phaseolus vulgaris", whether or not skinned or split (excluding for sowing).

There has been a sub code available for navy beans, 07133391, but that is not used. More importantly, it is not clear if it was used whether or not the beans would escape the retaliatory duty. It was a mistake to assume navy beans could escape the import duty without confirming that imports are and could be done using 07133391.

Reviewing imports by country, it is clear that U.S. origin navy beans have historically been imported under 07133390, which makes them subject to the 25% import duty.

07132000 -- Chickpea -- Dried, shelled chickpeas "garbanzos", whether or not skinned or split

07133100 -- Mung Bean -- Dried, shelled beans of species "Vigna mungo [L.] Hepper or Vigna radiata [L.] Wilczek", whether or not skinned or split

07133200 -- Small Red Bean -- Dried, shelled small red "Adzuki" beans "Phaseolus or Vigna angularis", whether or not skinned or split

07133310 -- Kidney Bean for Sowing -- Dried, shelled kidney beans "Phaseolus vulgaris", for sowing

07133900 -- Beans NES -- Dried, shelled beans "Vigna and Phaseolus", whether or not skinned or split (excl. beans of species "Vigna mungo [L.] Hepper or Vigna radiata [L.] Wilczek", small red "Adzuki" beans, kidney beans, Bambara beans and cow peas)

07135000 -- Broadbean -- Dried, shelled broad beans "Vicia faba var. major" and horse beans "Vicia faba var. equina and Vicia faba var. minor", whether or not skinned or split
