Bush Admin Under Fire Over CubaWASHINGTON - Dec 14/04 - SNS -- The Bush administration is making it hard for U.S. companies to export agricultural product to Cuba by strictly enforcing a provision of the "Trade Sanctions Reform and Export Enhancement Act of 2000" which requires "all payment of cash in advance". The administration is now trying to determine whether this means payments must be made prior to shipment. The question stems from at least one incident in July in which Cuba's Alimport was late paying for some shipments.
